How to make elections fair?

The only candidate from the indestructible bloc of Communists and non-party. Comrade Stalin knew a lot about election fraud.  At the 17th Congress of the CPSU (b) was filed against Kirov only 3 votes, voted against Stalin's 292 delegates.  But when counting suddenly turned the other way around - 3 against Stalin (the remaining 289 votes - wiped out).  After the terror 30s need no longer rigged elections - elections have simply disappeared and turned into an absurd and meaningless ritual (99% for a single candidate from the indestructible bloc of Communists and non-party).

I remember the anecdote of the time, as farmers provide the chairman of a melon and say, "Choose."  He said: "How then to choose when watermelon is only one?" To which he farmers say: "What we'll choose 15 years?".

But came perestroika, and began the era of relatively honest and, most importantly, alternative choices.  Unbelievable, but candidates from the ruling party began to lose!  Thus, the protege of the CPSU Director of ZIL Marriages lost the election to the disgraced Yeltsin.  Out of all this is the collapse of the USSR, Belovezhskaya agreements and the formation of a new state - the Russian Federation.

In Russia, at first, too, were relatively fair elections.  Many remember the landmark banquet prepared in honor of the then anticipated victory party in power, "Democratic Choice of Russia" in the election of the first State Duma in 1993.  When it became clear that won Zhirinovsky, leader Yuri Karyakin said: "Russia, you're crazy!".  The light was extinguished, the guests dispersed.

In December 1995, elections to the Second Duma, then defeated the Communists.  It seemed that the coming to power, Zyuganov is inevitable as the coming summer.  In February 1996, President Yeltsin's rating was 6 (shest!) percent.  For just-fledged new Russian elite nastavala time "to pack their suitcases."

Since then, every election became less and less honest.  Recall campaign "unity" in 1999.  Remember, as the "wetted" Luzhkov and Primakov "telekiller" Dorenko?  Do you remember the campaign Putin in 2000?  Elections in 2003 and 2004 were simply "referendum" on the extension of "United Russia" and Putin.  All political "clearing" was firmly paved for the opposition ("Apple", "ATP" and others) were "drawn" humiliating interest which prevented them from entering the Duma, although previously they were stable.

But the apotheosis of the fraud was, of course, elections to the Duma in 2007 and president in 2008.  Operation "Successor" anti-constitutional in nature because  a republic in principle, there can be no successor, was accompanied by numerous violations of law during the election campaign and monstrous fraud during the counting of votes.  Suffice it to recall, as an area where voting for the leader was not counted a single vote for "Apple".

Resent arrogance manipulations with external boxes, ballot battalions of military units and administrative pressure on state employees, vote with a camera and other abominations can be long, but the cheats out of power always deadpan mug can tell - it's supposedly all emotions.  And where are the facts?  Well, yes, here and there were individual violations, but in general the elections were fair - they say.  Where evidence of large-scale fraud?  And here we have the support of an exact science - statistics.

Statistics against schemers

It is impossible to put independent observers at each polling station, but it is not necessary!  Fairly good control by 10-20% of the sites in each city.  It is necessary to take legal norm:

If the distribution of polling stations on turnout differs from normal by more than 10% and / or appearance of the correlation coefficient and the number of votes for the dominant party, more, such as 0.3, the election will automatically be void, and the heads of all users and are replaced by the CEC.

This will make any manipulation of the votes obviously meaningless!  Of course, this measure does not preclude the use of administrative pressure , and other "Joys" campaign, but the manipulation of the vote count will eliminate it completely.
