Structuring the organization based on the incentive system

The structure of the organization managers at various levels are choosing a variety of source models, and well this choice largely determines the success of the company. If we turn to model the management style of R. Blake and J. Mouton [1] , then we can focus on the production or the people, depending on the adopted priorities. Select the orientation remains the manager, but the desire to promote his company compels him to take into account the realities of folding.
Increasing trends in society, affecting primarily on top management can be summarized as follows:
the growing level of restructuring the economy, causing growth of open and hidden unemployment;
increasing financial demands of an aging population to employers and the state as a whole;
rapid introduction of scientific and technological progress;

increasing difficulty of forecasting the behavior of people in connection with the exhaustion of the capacity of existing social theories;
increased competition in traditional markets;
Differentiation of competitive opportunities between systems with different levels of economic development;
changes in value systems that influence the motivation and other aspects of human behavior;
increasing influence of environmental issues in public life;
accelerated development of information technology, leading to a change in all aspects of society;
the changing nature of personnel using remote access and work on home computers, as well as the involvement of employees;
expansion of electronic commerce;
new relationship between man and computer, including better handling of information, facilitating workflow, improve communication, including speech recognition and synthesis of oral communications;
development of new communication systems that facilitate communications between organizations and individuals;
blurring of boundaries between countries, trading systems and cultures;
the emergence of new artistic possibilities and to facilitate access to existing artistic values;
the emergence of "electronic government";
steady increase in recognition of the priority of intellectual activity;
approximation of the energy and biotechnology "revolution" radically transform the relationship in the human community;
introduction of innovative technologies that will "break" the current market infrastructure;
transform the nature of human activities and scope of these transformations, which bring the formation of a new type of society;
free migration of human resources, especially of highly among countries and regions.
From the trends of social development can be seen that the presence of a large amount of already accumulated by the world community resources to further their capacity fades into the background, and priority is given humanitarian components of development. Domestic mentality and, above all, middle managers and senior managers, owners of the enterprises are not prepared to accept the concept of "global village" as a source of raw materials and other resources, and even less willing to apply this concept to itself, in this connection, although in the volatile , underdeveloped and inadequate basis of economic development, copied and (or) independently developed similar to global trends. This phenomenon was described long ago [2] , but now he gets enough visible features, as none of the above circumstances can not be excluded from consideration when studying the problems of our society and the state.
Schematically the change of priorities in the activities of middle managers and senior managers can be represented in the diagram shown in Fig. 1. Managers of industrial process control ("Industrial Management"), when you have to deal with software production activities of subordinate employees (Personnel Management) in this form of cooperation with the staff, while promoting only the "control of production." In this case, takes the utmost importance, "Staff Development".
