Pay taxes? Arguments about copyright

The owner of RW barbershop with a proposal to conclude a contract and pay 1,000 rubles a month for use of copyright , but the owner rejected the offer these things, which led him to the courthouse.
According to the owner barbershop radio sound background to set the mood and the cabin staff to clients, but an additional fee for radio listening to the customer will be charged.  However, the arguments were not taken into account by the court, and RW received monetary compensation.  The same organization is ready to bring lawsuits and other barber shops, beauty salons and taxi.
An employee of the legal department of the Samara RW Denis Sorokin explained the current situation this way: according to Part 4 of the Civil Code any reproduction of musical works by using technical means in the circle of persons who are not family, is considered a public performance and should be taxed for the use of copyright or prosecuted by the same law.
But the owner of the other beauty of Nizhny Novgorod is not going to give up radio and television in his cabin.  He was genuinely puzzled as to why businesses should pay taxes for waste copyright, if the owners of radio and television stations have already paid the authors of music, all amounts they pay?
Agree, questions arise about the weight of such situations.  Can we consider the use of music sales , if for her audition fee is not taken?  But what if you legally purchased CD and decided to listen to it in public?  Imagine a corporate with co-workers (so they did something with your family members are not) - you decide to listen to music or radio ...  And then in this case: violation of the law or not?
Or, for example, taxi driver, who paid for the license disk, decides to listen to it at work, and the passengers become unwilling listeners.  By the way, they may not share the tastes of the driver and are in a taxi with one goal: to reach a definite stop.  That in this case?
It turns out that by paying for a drive, the driver must pay again for copyrights?  And who then will protect the rights of the driver, who must pay for the same product twice?
One can also imagine another scenario: you buy a book, read it and then decide to give it to his friend, who in turn passes it on.  And if you read aloud?  What happens in this case, and the book will be different from music?
It seems that the collecting society should be more closely monitored to ensure that illegal products are not flooded the shelves of our stores to price match the quality, and most importantly ...  adopted laws to not brought to the point of absurdity.
