Why not pass a law on family violence?

What is family violence?  It's just a blatant challenge of our time.

The results of studies of rare shocking.  For example, according to the Russian Independent National Commission on Women's Rights and Violence against Women, every 40 minutes, one Russian killed by her husband or lover.

Every day 36,000 Russian women are beaten at home walls .  And this is only the cases where the victim and offender are known ...  According to the MOI, 80% of violent crimes committed in the home environment, with 90% of perpetrators are men.

Why since the inception in 1993 the first Russian crisis center for women is still only 23 social rehabilitation centers have sections for women victims of domestic violence, designed for 200 people?  And this is all 140,000,000th Russia!  The existing crisis centers operate on enthusiasm and donations, many are ruined.  Because there is no law on domestic violence , there is no concept of "family violence", there are no state programs and funds for it, there are no instructions ...  So never even near the hospital bed of the victim with serious injuries do not appear any social worker with a proposal to the actual state aid.  Not to mention the milder cases.

What is needed first and foremost a victim of domestic violence, especially in life threatening situations? Safe refuge or isolation of the aggressor, and do not in 15 days, and to resolve the crisis.

So why is the law on family violence have not accepted?  Is it because in our society the priority of law of the jungle where the fittest survive and be shameless?
